SEWP VI, explained for program managers

What the NASA SEWP VI contract is, who can use it, how an order moves, and what the 0.34% fee actually is.

If you have a requirement for information technology, communications or audio-visual services and you have never bought through SEWP, this is the page to read first.

What SEWP is

SEWP stands for Solutions for Enterprise-Wide Procurement. It is a Government-Wide Acquisition Contract, a GWAC, managed by NASA’s SEWP Program Management Office at Goddard Space Flight Center. Although NASA runs it, it is available to all federal agencies and to their authorised support contractors.

SEWP VI is the sixth generation. The effective ordering period runs for ten years from the contract’s effective date (T&C A.1.6), and orders placed inside that period can run for up to five years past it. The period of performance is 1 November 2026 to 31 October 2036.

The three categories

SEWP VI is split into three scope categories, and each contract holder is awarded into one or more of them.

  • Category A: IT and AV products, and product-based services. Hardware, software, and the services that go with them.
  • Category B: enterprise-wide ITC/AV service solutions.
  • Category C: mission-based ITC/AV services. Customised solutions at the mission or programme level. Product-only requirements are not in scope here.

SOLAIYA LLLP holds a Category C contract. If your requirement is for products alone, Category C is the wrong vehicle and we will tell you so.

How an order moves

  1. You issue a request through the SEWP tools. Requests for Quote, Requests for Information and Market Research Requests go out through the NASA SEWP online quoting system. Contract holders respond there, as set out in the Contract Holder User Manual.
  2. Fair opportunity applies. Every contract holder in the relevant category gets a fair opportunity to be considered at the order level, under FAR 16.505(b). You do not have to submit selection documentation with the order; you keep it in your own procurement file. There is a separate page on how fair opportunity works on SEWP VI.
  3. You place the order. Delivery orders for products, task orders for services, priced no higher than the SEWP database of record at the time of quote.
  4. The contract holder acknowledges and reports. Order receipt, status changes and delivery are reported back to the SEWP PMO through the Contract Holder Only Page.

The 0.34%

You will see “0.34%” on most SEWP contract holder pages, often labelled as a surcharge. In the contract it is the Agency Administrative Handling Fee (T&C A.1.26): a fee not to exceed 0.34% of the order price, applied to all orders, which funds the SEWP programme. It is embedded in the contract holder’s pricing rather than added on top.

It is a different thing from a credit card surcharge (T&C A.1.43), which a contract holder may quote on the PURCHASECARD-Z line if you pay by Government purchase card. If a quote does not state a card surcharge, one cannot be added afterwards.
